  • Homeowners: To reactivate an existing key card or to obtain a new key card, please complete the Pool Waiver Form and submit it to RealManage through any of the methods listed below. Please fill in your existing key card number on the waiver form. There is a $30 fee for reactivation or issuance of a key card. The $30 fee is waived for the 2020 season and for the first key card issued to a new address (i.e. new construction). An updated Pool Waiver Form is needed in order for any card to be issued and activated or reactivated. Only one pool key card is allowed per household. All Adults (18+) that will visit the pool must sign the waiver

    Renters: Pool waivers for renters require that the property owner also sign the Pool Waiver Form. This verifies that you are renting the property and that the owner is transferring their pool access rights to the renter. The form also contains information about any property agents or alternative addresses that the owner may have. Please complete these as fully as possible. The owner will select where the pool card should be delivered on the form.

    Please note. Ridgeview at Panther Creek is a separate neighborhood, and does not have access to the Panther Creek Estates Pool.

  • The pool is located at the corner of Yoakum and Capstone. It is open from the first weekend in May to the first weekend in October. The hours vary based upon guard availability and time of the year and are subject to change.

    Here is a typical schedule, subject to change, please check at the pool.

    When school is out for the summer

    10am-9pm all days

    The Panther Creek Estates pool is open to homeowners who fill out a pool waiver form and are current on their dues. Please see FAQ to learn more about getting a pool card.

  • IMPORTANT INFORMATION:

    • Hours: 6:00 AM until 9:30 PM, unless otherwise posted

    • Security – NO LIFEGUARD ON DUTY, use these facilities at your own risk

    • In Case of Emergency – Call 911

    • Verification – An activated pool card and valid government issued photo ID is required for each resident 15 years and older to access the pool

    • Trespassers – Trespassing will NOT be tolerated and trespassers may be prosecuted

    • Accidents – Accidents/Contamination in/of the pool may require that the pool be closed for 24 hours, per the Texas State Health Department guidelines

    • The HOA Board reserve the rights to close the pool at any time if deemed necessary

    POOL RULES:

    • MUST Sign the Panther Creek Association of Homeowners, Inc. WAIVER, RELEASE AND INDEMNIFICATION

    • TWO GUESTS PERMITTED per adult residents who have signed the Pool Usage Agreement/Waiver, and their listed dependents under the age of 18 are allowed at the pool. All guests must also sign a waiver.

    • Residents may only open the gate for members of their household. Letting people without key cards into the pool area is prohibited.

    • Children UNDER THE AGE OF 15 must be accompanied by an adult 18 or older.

    • Children not potty-trained must wear swim diapers while in the pool.

    • No diving, running, sliding down handrails or rough housing.

    • Proper swimwear required, no jeans, cut-offs, street clothes or loose clothing allowed.

    • Persons with skin diseases, open sores or wounds, inflamed eyes, nasal or ear infections or any communicable diseases are not allowed to use the pool.
    • The following items are not allowed in pool area: Alcohol, Tobacco, Glass or Breakable Items, Water Balloons, Pets, Bikes, Scooters, Roller Blades/Shoes, Skateboards, Air Mattresses/Large Pool Floats, Footballs/Hard Balls or any other objects/toys deemed a safety hazard.

    • No Smoking or Vaping of any kind is allowed in the pool area.

    • Any activity that endangers the health or safety of others is prohibited.

    • Emergency equipment is to be used for emergencies only.

    • Access to the equipment area is restricted to authorized personnel.

  • PCE HOA annual dues (assessments) are $460. They are billed semi-annually in December ($230) and June ($230) and due on January 1 and July 1.

  • The Panther Creek Estates Public Improvement District (PID) was established by the City of Frisco in response to a proposal by developer Intermandeco to expedite the building of two city parks, Bob White and Mourning Dove and enhance the entrances and green spaces in our neighborhood. The initial funds for this project were financed through the city bond process. Each home was assessed $2500 to be paid at closing or over 20 years billed in installments annually directly by the city of Frisco. The Maintenance and Operation of these PID areas (with the exception of the city parks) was then turned over to the Panther Creek Estates Homeowners Association through a 20-year lease with the City of Frisco and fees were set in combination with the HOA assessments to be collected semi-annually. Originally these funds were billed separately (PID); however after meeting with the city, the board of directors was able to consolidate this process thereby saving the HOA in printing, postage and accounting.

    In summary, the bill you may receive from the City of Frisco in September was for the original construction of our open spaces, and the bill you receive from the HOA twice per year is for the ongoing maintenance.

    Not everyone will necessarily receive a bill from the City. Some owners paid this in full at closing.

  • Sheds Roofs, Fences, and Patio changes/building are allowed in PCE.

    Fences and Roofs are covered in detail in different FAQs below, please look at those for more information.

    Please note that all of the above must conform to HOA and City of Frisco standards. Please fill out a PCE ACC request first because the committee will help make sure you are in compliance with both the HOA and City. Additionally, make sure you have a City of Frisco permit. You do not want to modify/build a structure and then have to tear it down if it doesn’t conform to standards.

    Helpful Notes:

    • PCE documents do not dictate the color of the roof of your home
    • PCE documents do not dictate the color of your home, but they do dictate the material it must be built of.
    • Fences are considered ‘joint’ fences, which means both neighbors jointly own the fence.
    • Patio’s and patio covers must meet HOA and City standards.
    • Please make sure you submit your ACC request more than 30 days prior to your project to allow the ACC committee time to review your request, plus also allow time to get your city permit.

    Fence Rules

    We have 3 types of fences in PCE.

    Exterior Fences

    These fences back up directly to Eldorado Parkway, Hillcrest Drive and Panther Creek Parkway. The exterior of these fences must be stained with “Behr Semi-Transparent Weather Proofing Wood Stain & Sealer “Tint Base No. 5077” mixed with Taupe ST-153”. The fence also must follow very specific construction rules. Please see the full rule and construction drawing below. The maintenance of these fences is the responsibility of the homeowner. Good maintenance of these fences is vital to the exterior appearance of our neighborhood. Since the stain specified is semi transparent, the condition of the underlying fence affects the final color. In order to achieve the most uniform color, the fence should be power washed before staining to remove the old stain and accumulated dirt.

    Open Space Fences

    These fences are adjacent to HOA controller open/green space. These fences must be 6′ wrought iron fence that is painted black. Aluminum or other metal fencing is also allowed provided it looks like wrought iron and is painted black. The homeowner is responsible for the maintenance of this fence.

    Lot Boundary Fences

    The standard lot boundary fences in all other areas have no color restrictions. They must be 6-8′ tall and be in compliance with the city rules for fencing materials. Frisco updated it’s fence ordinance in 2012. All of the original builders fences are non-conforming to this ordinance. The city allows existing non-conforming fences as long as they are maintained. When more than 50% of the fence is replaced, the fence must be brought up to the new fence code. When these fences are installed along the property line, they are considered “Party Structures”. The cost of reasonable repair and maintenance of the fence shall be shared equally by the homeowners who make use of the fence. Disputes between owners shall be decided by arbitration at the expense of the homeowners. For details, please see Article V, Section 5 of the Declaration.

    Other Structures

    Some lots have concrete or brick walls. We we will have information on those structures in a future post.

    While these rules give our residents a lot of freedom in their color selections, please use good judgement and don’t do anything that could reduce the property value of your and your neighbor’s homes. The saying “Just Because You Can, Doesn’t Mean You Should” definitely applies here. Please remember we all have neighbors.

    Excerpt from the Rules and Regulations:

    Requirements for fences abutting Eldorado Parkway, Hillcrest Drive, and Panther Creek Parkway (see Declaration Article IX, Section 30. I): Fences are to be 6′ Cedar board on board. See Exhibit B of Declaration for specific structural guidelines. Color required for the portion of the fence that faces Eldorado Parkway, Hillcrest Drive or Panther Creek Parkway is to be Behr Deck Plus Semi-Transparent DP326 (Taupe).

    Requirements for Fences adjoining Contiguous Open spaces (also known us Green belts): Fences are to be 6′ wrought iron fence painted black

    Paraphrased from perimeter fence color change notice May 16, 2014:

    Behr Deck Plus Semi-Transparent DP326 (Taupe) is no longer available and the alternative is now a requirement based on the DCCR requirement for staining your wood fence: Behr Semi-Transparent Weather Proofing Wood Stain & Sealer “Tint Base No. 5077” mixed with Taupe ST-153. This product and service can be purchased at the Home Depot in Frisco.

    What rules apply to roofing?

    Roofing

    Roofing shall be wood shingle or wood shake, composition, or other materials of a substance acceptable to all governing authorities, including but not limited to the City,.VA and FHA. There is no restrictions on the color of your roofing material. If your proposed roofing material is not on that list, you should submit a request to the covenants committee for approval by the HOA in addition to getting permissions from the other governing authorities.

    Excerpt from the Declaration

    Article IX CONSTRUCTION OF IMPROVEMENTS AND USE OF LOTS, Section 27 Building Materials
    One hundred percent (100%) of all exterior wall surfaces (excluding dormers, gables, porches, windows, doors, bay windows, or architectural elements) shall consist of masonry as defined in Frisco Ordinance No. 98-03-08, Section 36-9. Roofing shall be wood shingle or wood shake, composition, or other materials of a substance acceptable to all governing authorities, including but not limited to the City,.VA and FHA.

  • How do I get involved in the neighborhood?

    Panther Creek Estates is run 100% by volunteers. Volunteers are needed for events, social media, and committees. The Committees we have and the events we offer are completely based upon volunteer participation. If you would like to help, please contact the board and come join us, meet your fabulous neighbors, and help us keep PCE great!

    How can I apply for a PCE HOA Board Position?

    Becoming part of our HOA Board is a very rewarding experience. We handle many aspects of the community mostly pertaining to budgets, social events, maintenance issues, pool related functions, communications to the residents and future planning.

    Being part of the board takes more than showing up for a meeting. In fact, each board member will typically take on one major aspect of the community as a project and oversee most if not all things pertaining to it. These committees include:

    Communications: Orchestrates information to be sent via E-Newsletters, E-Blasts, Website New Posts, Paper Newsletter and may help with website issues.

    Social: Oversees all social events

    Covenants: Oversees and assists covenant committee

    Safety: Oversee and assist Safety Committee

    Pool: Oversees all aspects related to pool

    Beautification: Oversees all aspects of common landscaping and works with vendors to maintain and improve our common grounds.

    The Board meets every 3rd Wednesday of the month at 6:30. Each meeting takes about 2-3 hours. Additional committee work varies depending on the area of responsibility.

    To be elected to the Board, you either are voted by member majority vote during the annual meeting, or by appointment by the existing board (during mid year replacements). To apply for the board under either of these scenarios, you will need to fill out and submit an application located HERE. Please also email the Board to make sure we have received your application.

  • Loud dogs, parking questions, and other similar issues

    PCE does not own the streets. This means that any parking issues need to be addressed by the City of Frisco. As a suggestion, if your neighbor is parking in front of your house, please talk with your neighbor. Many of these issues can be solved with a simple neighborly conversation.

    If you feel there is a parking issue that violates code, please report the issue to the City of Frisco Code Enforcement as the PCE HOA can not enforce city issue.

    The HOA also does not have authority to address dog/pet issues. Please talk to your neighbor as many issues can be solved with a neighborly conversation. If you feel the dog/pet issue needs to be addressed by Animal Control, please contact them.

    Sign Rules

    Signs: See Declaration. Article IX Section 23. No sign of any kind shall be displayed to the public view on any lot except the following

    One (1) professional security system sign of not more than one (I) square foot;

    One (1) sign of not more than five (5) square feet advertising the property for rent or sale or signs used by a builder to advertise the property during the construction and sales period;

    No more than one (1) sign per Unit, no larger than one (1) square foot in size, providing public notice of any of the following:
    “No Trespassing”,
    “No Soliciting”,
    “Keep off the Grass·”

    Political signs are allowed under Section 202.009 of the Texas Property Code and subject to the City’s sign ordinance; and signs that notify of the arrival of a newborn or the participation of a family member in a school activity or sport. The number of signs shall be limited to the number of newborns and/or immediate family members residing at the location where said signs are displayed.

    Where do I get a No Soliciting Sign?

    Official Frisco No Soliciting sign are available from the Frisco Police Department at this weblink: https://www.friscopva.org/signsales for $15.00. However you can come to the police department at 7200 Stonebrook Pkwy and buy them for $10.00.

    What is the status of road construction around the neighborhood?

    Panther Creek from Honey Grove to Coit is in the beginning construction stages. It will be one lane each way. Coit from Panther Creek to Maus Middle School is in the same stage. Construction will complete the two southbound lanes of Coit from Panther Creek to Eldorado. Both of these projects are expected to be complete in early 2015.

    Additional lanes of Panther Creek will be added once the neighborhoods to the North of Panthercreek begin construction.

    Improvements of Coit North of Panthercreek are in the planning and design phase. There are no timelines in place for those at this time.

    A street light is out or flickers on and off. How do I get it repaired?


    Report the problem to the City of Frisco 972-335-5520, supply the address and electric provider (CoServ) for your neighborhood and we will notify the correct company for repairs. The majority of street lights in Frisco are owned and maintained by either CoServ Electric or TXU Electric Delivery.

    Who do I contact about maintenance issues in the city parks?

    Mourning Dove, Bob White Park and Hummingbird Park behind SEM are maintained by the City of Frisco.

    Note: The city is also responsible for maintaining the empty space across the street to the East of SEM. This will eventually be a lighted athletic park similar to Warren Sports Complex; however it will not be developed for several years.

    How do I obtain Closing Documents and a Statement of Resale?

    If you are selling your home and the Closing/Title company is trying to obtain a statement of account and resale certificate they need to contact the Real Manage, our property management company. Per Real Manage “All requests for closing documents, including Statements of Account, Resale Certificates, and Condo Questionnaires, must be made through the Closing Portal at www.realmanage.com/closingportal. Our standard turnaround time is three business days (can be ordered on rush for a fee).”
