MANDATORY RESTRICTIONS OF FRISCO’S WATER MANAGEMENT PLAN BEGIN JULY 1:CITY WATERWISE PROGRAM OFFERS NEW, WEEKLY WATERING RECOMMENDATIONS TO GUIDE RESIDENTS

 

(June 30, 2009) The City of Frisco wants to remind residents that mandatory water restrictions for summer months take effect Wednesday, July 1.

 

The Water Management Plan, which emphasizes watering efficiently and reducing waste, was adopted by the city council in April.

This new plan encompasses a

Drought Contingency Plan and a Water Efficiency Plan.

Each year, starting with the first day of Daylight Saving Time through June 30, two-day-per-week outdoor watering is recommended. Restrictions become mandatory during the summer months of July, August and September (July 1 - September 30). The plan prohibits outdoor watering between 5 a.m.

and 8 a.m. and between 10 a.m. and 6 p.m.

Under the new Water Efficiency Plan, outdoor watering is also restricted to two days per week July 1 - September 30 and is based on residents’

trash and recycling service schedule and an additional, designated day.

The City of Frisco’s Waterwise program is also helping citizens take the guesswork out of watering the lawn.

A new edition to the Water Efficiency homepage: www.friscotexas.gov/water, is a table listing the weekly watering recommendations tailored for Frisco based on data from the city’s weather station and four automatic rain gages located throughout the city.

“The greatest waste of water in the city is excessive use of irrigation systems,” said Gary Hartwell, City of Frisco Public Works Director. “To be able to communicate the actual watering needs for the city’s landscapes is very important to reducing water waste.”

The watering recommendations are given in quarter-inch increments. To help residents even further, there is a link to explain how to set your automatic irrigation system to deliver the recommended amount of water.

First time violators of the Water Management Plan will receive a red door-hanger alerting them to expect a $25 fee on their next water bill. However, that $25 fee will be waived or credited on a water bill if the resident contacts the city’s licensed irrigator for a free, irrigation ‘check up’ within 30 days. Additional violations may result in additional fees and disconnection of the resident’s sprinkler system.

 

The City of Frisco’s revised plan is based on the model water conservation and drought contingency plans adopted by the Board of Directors of the North Texas Municipal Water District (NTMWD) and all the requirements of the Texas Commission on Environmental Quality (TCEQ). Frisco is a member city of NTMWD. State law required all cities to adopt and/or update their water conservation and drought contingency plans by May 1, 2009.

Storm Damage and ACC Approvals - UPDATED

With all the storm damage over the last 2 days we have a significant number of fences damaged in the neighborhood as well as roofs and other items.

This is a reminder that the City of Frisco requires a building permit for any construction of a fence over 16 feet in length (for most fences this is 3 consecutive sections or 2 posts that may have come down).  I recieved clarification from the City yesterday that if the same panels are being put back up and only posts are replaced a permit is not required, however if the posts and panels are replaced then a permit IS required, even if the same style fence is being put back up.

If your fence (or any other repairs) require a permit it will also require ACC approval, so be sure to submit for that as well.

Eldorado/Hillcrest Church Status update

First a short synopsis of the issue, since we haven’t had a chance to post that.

We were contacted a few weeks ago by a church that is going to be building a meeting house on the corner of Eldorado and Hillcrest.  In reviewing their plans we found out the city was requiring a driveway to be conected between the church property and Corsicana/Rosebud.  PCE as well as that corner had always been platted to have that drive, however a church using that lot, vs regular retail, has a much different traffic pattern.

The board met with the homeowners of Corsicana and some from LaGrange to discuss the issue and we all agreed we do not want that drive. 

Various members of the board have met with representatives from the Church, P&Z, and most recently we attended the City council meeting.

The Planning department declined to remove the drive requirement.  The board as well as about 20 homeowners went before P&Z.  It appeared that P&Z was in favor of granting a waiver, but was told by the City attorney they did not have the authority to grant such a waiver.

We went before City Council at their meeting on the 2nd.  Procedurally they could not take action on it, however they can appeal the decision to have it part of a regular meeting, which they did.  We expect this to now have its own agenda item either on the 16th, or July 7th.  We’ve been told it will likely happen on July 7th.

We currently have a meeting scheduled with the Director of Planning as well as one of the councilmen.  We will be scheduling meetings, as possible, with the remaining councilmen in the next couple of weeks to discuss this one on one and provide details on our position.

It is likely the drive issue will be decided at the next councilmeeting in which it appears.  We will provide more details as they arise, but please keep an eye on the HOA website as the updates will likely get posted there first.

Eldorado/Hillcrest Church development meeting time change.

Several members of the community are aware of the development that is going to take place at the corner of Eldorado and Hillcrest.

The board found out about this in the recent past and has had little time to address a key issue with the City and the full HOA.  We have however been able to reach the residents along Corsicana specifically affected by the development.

Unfortunately our time to work with the City evaporated today.  We’ve been made aware the site plans for the development will go before City Council tomorrow night, rather than June 16th.

We will be sending an email to those residents affected that we have email addresses for later this evening, but wanted to make everyone was aware as soon as possible that we need as many people as possible at tomorrow nights City Council Meeting.

If you have questions or would like additional information please email the board and we’ll get back with you.  Since this is such a short time frame if you are able to get to the council meeting tomorrow we encourage that and we can bring people up to speed there as well.

PCE Residents part of Memorial Day Ceremony

The VFW Post 8273 and the Frisco Garden Club welcome Frisco residents to attend the annual Memorial Day ceremony at Frisco Commons Park, 8000 McKinney Road, at 9 a.m. on Monday, May 25. The event will include a flag ceremony, the presentation of the Memorial Day wreath, patriotic music by the Frisco Community Band and the Frisco Chorale. Military vehicles and equipment will also be on display. Speakers will include Mayor Maher Maso, VFW Post Commander Lee Myrben (former PCE Board Chair) and Frisco resident Clifford Sosamon (current PCE Board member.) The event will last about one hour. Residents are urged to bring lawn chairs.

Because of the concern for the environment and the cost of fuel, the Memorial Day committee has chosen not to host a military flyover display this year.

This event is coordinated with the City of Frisco, Frisco ISD, Boy Scouts of America, the Frisco Noon Day Rotary with the VFW and Frisco Garden Club. The war memorial is located just beyond the central pavilion at Frisco Commons.

PCE 3rd Annual Community Sale - Continues
