Board Meeting 12/16

2010 HOA Board of Directors Candidates

The PCE HOA Nominating Committee is pleased to introduce the following candidates for the Board of Directors positions.  Elections will be held during the annual meeting 2-3 pm as part of the Fabulous Fall Festival 10/31.  Look for the HOA  Booth at Hummingbird Park to sign in and vote for candidates as well as proposed by-laws changes.  Current Board Members and Management Company reps will be on hand to answer homeowner questions.  Remember we need to have a quorum, please send in the proxy found on line or in the last newsletter whether or not you plan to attend.  Your HOA dues must be current in order to vote. End of Season Pool Closing

This will be the last weekend the pool will be open. 

In the coming months you’ll see information about a new keycard system that has been installed.  We will distribute the cards for that in the offseason (upon request).  The keys that have been used in years past will not work next season.

Eldorado/Hillcrest Church Status update

First a short synopsis of the issue, since we haven’t had a chance to post that.

We were contacted a few weeks ago by a church that is going to be building a meeting house on the corner of Eldorado and Hillcrest.  In reviewing their plans we found out the city was requiring a driveway to be conected between the church property and Corsicana/Rosebud.  PCE as well as that corner had always been platted to have that drive, however a church using that lot, vs regular retail, has a much different traffic pattern.

The board met with the homeowners of Corsicana and some from LaGrange to discuss the issue and we all agreed we do not want that drive. 

Various members of the board have met with representatives from the Church, P&Z, and most recently we attended the City council meeting.

The Planning department declined to remove the drive requirement.  The board as well as about 20 homeowners went before P&Z.  It appeared that P&Z was in favor of granting a waiver, but was told by the City attorney they did not have the authority to grant such a waiver.

We went before City Council at their meeting on the 2nd.  Procedurally they could not take action on it, however they can appeal the decision to have it part of a regular meeting, which they did.  We expect this to now have its own agenda item either on the 16th, or July 7th.  We’ve been told it will likely happen on July 7th.

We currently have a meeting scheduled with the Director of Planning as well as one of the councilmen.  We will be scheduling meetings, as possible, with the remaining councilmen in the next couple of weeks to discuss this one on one and provide details on our position.

It is likely the drive issue will be decided at the next councilmeeting in which it appears.  We will provide more details as they arise, but please keep an eye on the HOA website as the updates will likely get posted there first.

Eldorado/Hillcrest Church development meeting time change.

Several members of the community are aware of the development that is going to take place at the corner of Eldorado and Hillcrest.

The board found out about this in the recent past and has had little time to address a key issue with the City and the full HOA.  We have however been able to reach the residents along Corsicana specifically affected by the development.

Unfortunately our time to work with the City evaporated today.  We’ve been made aware the site plans for the development will go before City Council tomorrow night, rather than June 16th.

We will be sending an email to those residents affected that we have email addresses for later this evening, but wanted to make everyone was aware as soon as possible that we need as many people as possible at tomorrow nights City Council Meeting.

If you have questions or would like additional information please email the board and we’ll get back with you.  Since this is such a short time frame if you are able to get to the council meeting tomorrow we encourage that and we can bring people up to speed there as well.

Panther Creek Pkwy closed at Preston 5-11-09

Just recieved from the City

 

PANTHER CREEK CLOSED AT PRESTON ROAD ON MAY 11 (May 8, 2009) On Monday, May 11, Panther Creek Parkway will be closed at Preston Road as part of TxDOT’s road widening project.  The street will close at 9 a.m. and is expected to reopen at 4 p.m.

During this closure, residents who normally use Panther Creek Parkway to access their neighborhood from Preston Road will need to access the neighborhood by using Eldorado Parkway and Hillcrest Road.  Detour signs will be posted.

 

Landscaping - Violations and procedures

With the growing season in full swing we thought we’d take some time to update the neighborhood regarding the violations process and landscaping issues.

The last couple of neighborhood inspections have focused on 2 primary issues; landscaping and fences. 

We strive to ensure the neighborhood is maintained in compliance with the CC&Rs.  The current inspection schedule has portions of the neighborhood inspected every week.  This provides twice as many inspections as we had this time last year with our prior management company.  What does that mean?  It means the inspectors are more likely to catch potential CC&R violations early.  That also means that they may see an issue such as an unmowed lawn just prior to an owner mowing it, with the time it takes to have the letter generated and mailed that could result in the owner receiving a violation letter after resolving the issue.  We understand this is not an ideal situation, but feel that is outweighed by our being able to deal with lots that are habitually problematic more quickly.

If you have a question about a letter you recieved please contact Realmanage and they can explain the reasoning, or email the board and we can look into it.  Please remember if you email us directly we’ll have to gather information ourselves so it may take us a day or two to get a response back to you.

Stolen Roses

We’ve noticed several of the Rose bushes that have recently been planted in the common areas have been stolen. If you have any information regarding these thefts please email the board at board@panthercreekestates.org.

We take these thefts seriously and ask the plantings be returned.

Panther Creek Boot Camp

 

Hello neighbors!  I’m excited to invite you to the Panther Creek Boot Camp for Ladies!  Sessions are Tuesday and Thursday mornings from 9:30-10:30 in your very own neighborhood. 

My mission is to provide a safe, challenging, and effective workout to help you reach your fitness potential.  Through motivation and teamwork, you will get an hour-long workout that combines strength, cardiovascular endurance, flexibility, and agility exercises.  This program is designed for all fitness levels.  You don’t have to be fit to start!   The Panther Creek Boot Camp is cost-effective and requires minimal equipment.  Each class is only $10!  You will need to wear comfortable clothing and running shoes, and bring an exercise mat, 5 lb. dumbbell weights, and a water bottle.   I am looking forward to working out with you!  - Tiffany

NE Corner of Eldorado/Hillcrest

The Board has recently been in contact with the new owners of the property at the NE corner of Eldorado and Hillcrest. 

The new owners are the Church of Jesus Christ of Latter Day Saints.  Their plan is to build a meeting center on the site.  The information the board has at this time is preliminary since the church has not formally submitted plans to the city yet. 

We invite any homeowners that would like more information on this to our next board meeting on April 15th.  Please arrive by 6pm at the Kroger on Preston and Rolater.  We have 1/2 hour blocked out to discuss this, and any other questions, the home owners may have.
